About the Role
A South East local authority is seeking an experienced Senior Building Control Team Leader to lead the establishment of a new in-house statutory Building Control service.
This is a pivotal leadership role during a key period of transition, as the authority brings Building Control functions back in-house following the conclusion of a shared service arrangement.
The successful candidate will ensure the new statutory service is fully operational, legally compliant, and ready to deliver to developers, businesses, and residents by October 2025.
Key Responsibilities
Strategic Leadership & Transition Management
Lead the establishment of a new statutory minimum Building Control service.
Oversee the transfer and integration of historic building control data into new systems.
Develop operational protocols and procedures aligned with the Building Safety Act 2022.
Service Delivery & Compliance
Fulfil all statutory duties, including:
Assessment and administration of Initial Notices.
Enforcement of Building Regulations under the Building Act 1984.
Oversight of dangerous structures and public protection.
Full Plans checks, site inspections, reversions, and regularisations.
Maintain high operational standards, accurate data, and regulatory compliance.
Stakeholder Engagement
Act as the primary point of contact for developers, residents, and partner authorities.
Build strong relationships with internal teams, Approved Inspectors, and external agencies.
Team Leadership
Lead and support a small professional team, including administrative and technical staff.
Provide expert technical and managerial guidance, ensuring professional standards are upheld.
Policy & Procedure Development
Draft and implement service procedures consistent with national regulations and local priorities.
Prepare reports and recommendations for senior management and committees as required.
About You
Essential Requirements:
Registered Building Control Inspector.
Full professional membership with one of the following:
RICS, CABE, CIOB, or MIoF.
Class 3 or 4 qualification in Building Control.
Demonstrable Specialist Level competency, including Class 3H.
Proven experience managing Building Control teams and overseeing complex or high-risk projects.
Strong knowledge of the Building Safety Act 2022 and its application in local government.
Excellent leadership, stakeholder engagement, and project management skills.
Desirable:
Experience of service transition or restructuring within a local authority.
Familiarity with data migration and integration processes.
Understanding of water neutrality considerations within planning and development contexts.
